Most of the time this happens because NFC is turned off — this is especially common on Samsung phones.
Swipe down from the top of your screen, make sure the NFC icon is on, and try again with your phone unlocked. On some Samsungs you may also need to change NFC from “Card mode” to Standard/Default mode.
